Incentives and Financing
A backyard suite is a complete small home, and it is priced like one. Here is what is actually available in Calgary to help pay for it — and what is not.
Most people who ask us about a backyard suite have read something about grants, incentives or low-interest loans. Some of that information is current. Some has expired. And one widely publicized federal loan was announced but never became operational.
This guide sorts through the options available as of September 2026.
The short version: Calgary currently has a City incentive that can offset part of the construction cost, and eligible homeowners may also be able to use CMHC-insured refinancing through their lender to help finance a suite.
Neither replaces the need for a realistic project budget, but both are worth understanding before design gets too far.
The City of Calgary Backyard Suite Incentive Program
The City launched its Backyard Suite Incentive Program on March 2, 2026, supported by $10 million in federal Housing Accelerator Fund funding. Qualifying homeowners can receive financial support toward several parts of a detached backyard-suite project.
The program applies to single, detached backyard suites. Suites attached to the main house are not eligible. Funding is limited to once per applicant and once per backyard suite, and corporations may apply if they have no more than two directors.
The City recommends seeking conditional approval before applying for development and building permits. Funding is limited and applications are reviewed on a first-come, first-served basis, so it should never be treated as guaranteed money until the City confirms eligibility.
If the incentive is part of your financial plan, check the program’s current status before committing to the project.
Separately, Calgary’s development-permit fee for a new secondary or backyard suite is currently $0 under the City’s suite amnesty through December 31, 2026. Building and applicable trade permits still carry fees.
CMHC refinancing for building a secondary suite
Homeowners may also be able to finance a backyard suite through CMHC-insured refinancing obtained through an approved lender.
This is not a grant and it is not a direct loan from CMHC. It is mortgage insurance that allows qualifying homeowners to refinance an existing property to fund the creation of a self-contained secondary suite.
Current rules include:
Up to 90% loan-to-value for qualifying owner-occupied properties with up to four units.
Maximum lending or as-improved property value below $2 million.
Maximum amortization of 30 years.
At least one unit must be occupied by the borrower or certain close relatives on a rent-free basis.
The suite cannot be used as a short-term rental, which CMHC defines as a rental period of fewer than 90 consecutive days.
The additional financing must be used specifically for the construction and completion of the suite. It cannot be used as a general equity take-out.
CMHC also requires the insured financing to be approved before construction begins, or at least at an early stage of the project.
That is why the financing conversation should happen alongside design. Your lender may need cost estimates, plans and permit information to assess the project, so establishing a credible scope and budget early helps the process move together. CMHC lists building plans, improvement cost estimates and permits among the documentation required.
The $80,000 federal loan that never launched
In 2024, the federal government announced the Canada Secondary Suite Loan Program.
The proposed program was widely reported because it was expected to provide homeowners with loans of up to $80,000 at 2% interest over 15 years.
It never became operational.
Budget 2025 confirmed that the program would not be implemented, citing overlap with the insured mortgage refinancing changes introduced for secondary suites.
If you have come across an older article suggesting that an $80,000 federal secondary-suite loan is available, do not include it in your financing plan.
How the pieces fit together
Our current planning range for a backyard suite over a new garage in Calgary is roughly $350,000–$500,000+, while a standalone backyard suite may fall around $400,000–$600,000+, with complex sites and highly customized projects above that.

Against that investment, the City incentive can meaningfully reduce certain costs, but it will generally represent a relatively small portion of the full project.
For example, $15,000 in general construction funding plus the maximum $20,000 underground-infrastructure incentive would total $35,000 before any accessibility or no-relaxation funding.
On a $450,000 project, that is less than 8% of the overall cost.
Worth pursuing? Absolutely.
Enough to fund the project? No.
For homeowners who qualify, refinancing is potentially the much larger financial tool because it can allow the project to become part of the property’s mortgage financing rather than requiring the entire cost in cash.

A word on the rental math
A backyard suite can generate rental income, but we would be careful about building the entire financial case around today's asking rent.
Calgary’s rental market has softened through 2026 as new supply has come online and rental demand has eased. CMHC has reported declining asking rents in Calgary, and recent rental-market data shows asking rents below their 2025 levels.
That does not make a backyard suite a poor investment.
It means the strongest reason to build one may be the flexibility it creates over decades rather than the rent it earns in a particular year.
Aging parents can live nearby while remaining independent. An adult child can have a home of their own. The space can become a long-term rental, guest home, studio or office as your needs change.
The rent is one option. The second front door is the value.
Common questions
Is the Calgary backyard suite incentive still available?
Yes. The City’s Backyard Suite Incentive Program remains active, with applications reviewed on a first-come, first-served basis while funding is available. Because funding is limited, confirm the current program status before building it into your project budget.
Does the City incentive cover basement suites?
No. The Backyard Suite Incentive Program is specifically for qualifying detached backyard suites.
Can I refinance my mortgage to build a backyard suite?
Potentially. CMHC Refinance allows qualifying homeowners to access insured refinancing through their lender to create a secondary suite, subject to eligibility, property-value, loan-to-value and occupancy requirements.
How much can I refinance?
For qualifying homeowner loans, CMHC permits financing of up to 90% loan-to-value, with the lending value based in part on the property's as-improved value. The maximum lending or as-improved property value must be below $2 million. Your lender determines the actual amount you qualify to borrow.
What happened to the $80,000 Canada Secondary Suite Loan?
It was announced in 2024 but never became operational. Budget 2025 confirmed that the program would not be implemented.
Is the development permit fee for a backyard suite waived?
Currently, yes. Calgary’s 2026 planning fee schedule lists the new secondary/backyard-suite development-permit fee at $0 under the suite amnesty through December 31, 2026. Other permits and fees still apply.
